Governor Rochas Okorocha had raised a protest voice following the conduct of the ward congress. He claimed the ward congress exercise was rigged. He petitioned the presidency that no ward congress was held in the State. His claim was that the security outfit in the State colluded with members of the APC to rig the exercise.

“But the Governor’s claims failed against the myriad of pictorial evidences presented by the APC members showing ward congress was held in an open and transparent manner – out in the open field. These pictorial evidences were tabled to the Vice President who became convinced ward congress was held.

Okorocha: Imo State Governor, Rochas Okorocha has insisted on a fresh date for the All Progressives Congress (APC) ward congress. The governor, while addressing his loyalists, announced that there would be no LG congress in the state until the crisis of the ward congress was rectified.

Okorocha also in a statement by his Chief Press Secretary, Mr Sam Onwuemeodo, on Monday in Owerri asked the loyal party members to relax, assuring them that the National Working Committee (NWC) of the party would fix new dates for the ward and LG congresses of the party in the state.

He noted that the sensitives materials meant for the ward congresses of the party in Imo were stolen “making the exercise not to take place on Saturday.

“The National Chairman of the party, Chief John Oyegun had also told Nigerians that the local government congresses of the party will be on hold pending the outcome of the report of the Appeal panel on Imo ward congresses.

“And since that public statement by the national chairman, he has not made any additional statement to that effect or any other statement in the contrary.”

When Imo State Governor, Rochas Okorocha ran to Daura, Katsina State, last week, he had one mission in mind – to seek the intervention of the President, Muhammdu Buhari in the outcome of the Ward Congress in his state. Stakeholders of APC in the state, including Deputy Governor, Eze Madumere, had outsmarted him in the ward congress, thus dealing a heavy blow on Okorocha’s desire to install his son-in-law as his successor.

Like in many states, the incident was also marred by violence, arm-twisting and murder. As at Friday, there were reports that the Deputy Governor whom the Governor once said had no electoral value, was about to be impeached by the State House of Assembly.

But the party in the state seemed very excited about the outcome of the congress as the party’s State Publicity Secretary, Chief Nwabueze Oguchienti, captured it succinctly: “If not for the ward congress, APC would not only have remained a one man show, but would probably have died of internal hemorrhage.”

Since Nigeria returned to democratic rule, it has never witnessed political intrigues, manipulation, craft and crisis that it witnessed in the Ward and Local Government Congresses of the ruling All Progressives Congress. All the state, especially the APC control states have a gory story to tell about the congresses.

APC had portrayed itself as a party with internal democracy, but the congresses of the party have exposed its undemocratic nature. Some persons believe that from inception, the congresses were framed to fail as some chieftains of the party had nominated members of the congress committees in their states or in other states. The members of the Congress Committee, especially the chairmen and the secretaries were to do the bidding of their masters. There was an allegation that the Minister of Transport and former governor of Rivers State, Rotimi Amaechi nominated most of the Congress Committee chairmen in the South-South. Senator Magnus Abe and Amaechi were almost at daggers drawn over membership of the Committee and distribution of materials.

This situation was foreseen by the governors when at their last consultative meeting with the National Working Committee (NWC) of the APC, when the governors demanded to make inputs in the Congress committees but were rebuffed by the members of the NWC as they stated that the constitution of the party empowers the Working Committee to set up such committees.

“So, there is no way a process can succeed when its planners deliberately put incompetent or bias persons to drive the process”, a party chieftain said.

 

Buttressing this, Senator Julius Ucha, who represented Ebonyi Central Senatorial District in 2007, a said that the National Working Committee of APC had planned the congresses to fail.

The senator said: “In Ebonyi State, we were expecting an unbiased state congress committee. Fundamentally, congressional election is anchored on quicksand. I say this because when you gave your trust on illegality, it is a certainty that trust founded on illegality will eventually collapse. What is happening is like a civilian coup against the teeming supporters of APC in Nigeria and also against the leader of the party, President Muhammadu Buhari. I say this and I am serious about it. We have a National Working Committee (NWC), whose tenure will elapse in June and members of this NWC want to re-contest.

“The National Convention Committee was put in place and its members who are also going to contest for their various offices are now driving the process to jettison the convention. That is why I call it a civilian coup against the system. These party officials at the national secretariat are now judges in their own courts.

“They are the people who have put in place the structures that are called congress committees, that will elect delegates that will elect them. It is in contravention governed by the Electoral Act, party constitution and Constitution of the Federal Republic of Nigeria. It is only in Animal Kingdom that a situation like that can arise, not in a civil society, not in a human society, not when there is a government. In trying to bring the state leadership whose tenure has expired to comply with the illegality put in place, what they have done was to direct congress committees to reach out to them. So they go to a state whose chairman‘s tenure has expired and hand over congress material to him.

“That’s an illegality and these people whose tenures have expired also have intention to contest and you give them materials, provide structures that will go the ward and perform the work of ward congress committee.”

he story and position of Ucha, a onetime governorship aspirant in Ebonyi State is not quite different from others over the Ward Congresses. From the President Muhammadu Buhari’s state, Katsina, to every other state in the country it was the same tale of woes.

Senators, governors, House of Representatives Members, Ministers, National Leaders of APC, etc are lamenting over one manipulation or the other against them or their supporters. Even the previously unheard voice in the APC, the New Peoples Democratic Party members, who joined APC after its formation, has come out to decry the Congresses outcome.

Having reached the conclusion, the Vice President impressed on the Governor of Imo State, Rochas Okorocha to consider dropping the war-stance and reach out to the APC leaders in Imo State. The Vice President used the word, “Harmonization”. The Vice President also advised the APC leaders who had pulled the party out from under the Governor’s feet, to harmonize with the Governor –and reach an understanding against the 2019 exercise.

But in discussions with the APC leaders in the State, the Vice President’s advice appear a herculean task. “Nobody trusts Okorocha in the party. Nobody wants to work with him”. One of the APC leaders told 247ureports.com that Ideato North and Ideato South LGAs in Imo State would normally have been ceded to Rochas Okorocha to control but “we don’t trust him”.

The source agreed that the party is at the stage of harmonization. But “we are not going to work with Rochas Okorocha”.

Okorocha, on his part, is npot readily willing to reach out to the stakeholders. Rather the Governor is reported to be determined to “have his way”. It is uncertain what his next immediate actions would be but sources close to him indicates the Governor is pending heavily towards achieving his aim.

Meanwhile, the leaders of APC in Imo have laid a new claim – of having retired Rochas Okorocha’s political career. This came following a recent closed door meeting with APC top officials in Abuja.

One of the leaders of APC in Imo State made the proclamation to newsmen.

“There have been wide jubilation in Imo because we have rescued the party from Gov. Okorocha, we have made it impossible for him to get help from anywhere. He cannot run to any political figure in the state because none is with him, he cannot approach any clergyman in the state. In his desperation, he ran to Sokoto, Daura and even to the Vice President, but help has refused to come”.
